The Okuma Celilo Specialty 'b' Rod series is a budget-tier light-tackle lineup made for trout and kokanee anglers in freshwater environments. The series fits into Okuma's broader Celilo family, which is one of the brand's most accessible price-point lineups. It is made for beginning-to-intermediate anglers fishing stocked trout waters, streams, smaller rivers, and lake trolling for kokanee. Blanks use a graphite composite construction.
Guides feature titanium oxide inserts with stainless steel frames. Reel seats are durable stainless steel hooded design. Handle material is described as neo cork, a synthetic cork blend, on fore and rear grips. Two-piece models use a tip-over butt ferrule connection. The series includes a stainless steel hook keeper on all models. Models extend into both spinning and casting configurations. The 12 models include 2 casting (7' and 7'6" L/M action) and 10 spinning (4'6"–8'6" ranging from UL to L power).
The spinning side is heavily UL-oriented, with 8 UL models from 4'6" to 8'6" and 2 L-power spinning models (7' and 7'6"). The 4'6" UL (CE-S-461ULb) is the shortest model, suited for ice fishing rod conversion, kayak fishing, or ultra-compact travel use.
